Wait... so the bull is both the revolutionary vanguard and the police? How exactly does this work? One would assume that if the entire police force belonged to the van, you would have a revolution at hand in no time anyway.

I think they meant the bull as the police in the sense that he's just a grunt doing dirty work, like the police or national guard. During the Russian Revolution most of the Red Army were defected Imperial army members
