Sure, but the Trains were limited access for British citizens and the military, and was so sparse that the majority of the railways used by India were built by themselves. This is the same bullshit argument used by monarchists to claim that the Tsar was "industralizing Russia" because the trans siberian railway was built under him, despite the fact that it was shit.
