Translation:
Russians 'skipping'* in 1990 for the independence of Latvia, skipped into many European 'goods' - non-citizenship, liquidation of industrial production, universities and schools with a ban on Russian language.
This little post refers to The Baltic state's and their extreme anti-soviet/russian attitude. The picture refers to those Russians who had supported the fall of the USSR while residing in Latvia.
*This refers to the 20014 Ukrainian US-funded coup, where a chant among the protestors included "he who doesn't skip, is a Moskovite", which has since become a running parody phrase in Russian social media.
